Lower/second set of bars like the Tubus Cosmo - a great rack. Only downside is that the platform needs to be narrower, making it somewhat less than ideal for trunk bags on the rear. Really great for panniers + saddlebag, though.

The Nitto R-15 rack appears to have been purpose designed for the Gilles Berthoud GB799 panniers - if it wasn't they certainly conform to the rack quite perfectly.
