I've poached campsites on Mt. Tam and in Marin headlands many times over the years. They key has been showing up late, making minimal visual and physical impact, and leaving early. On the off-chance that you run into a ranger or land manager, you're less likely to be cited if you can show that you're exercising a healthy respect for the park/lands they're patrolling.
