I am not in California, so I don't have any specific info on those places, but I've always found this to be a situation of "It's easier to receive forgiveness that permission."
One thing I love about bike camping (as opposed to motorcycle camping, for example,) is that it is very easy to disappear. No one is going to come looking for you. Just make sure that you find a spot that can't be seen from any roads, don't make any fires, and leave no traces and you should be fine. I have been "found" a few times, but the squatter bike camper is pretty low on the "threatening" list and most authorities have let me off with a very stern "Don't do it anymore."
