Since I've picked up all of my frames in person at RBW, I've always asked them to do it. For the Hunqapillar, since Mark is on vacation, it was Jay who installed the headset, BB and cranks and prepped the frame, and he asked me if I wanted him to add the T-9 even before I asked. His concern was that it might drip while in my car, but I told him to go ahead since I always carry the frame home inside its plastic bag just in case. So he did.
I don't know if they do it for all the frames/bikes they ship.
