It looks worth a visit to me. It looks as if the owner wanted to make his rear aero lever into a non-aero lever, so presumably you'd have to re-string the rear cable and re-tape that side of the bar (actually, re-tape the whole thing; black don't cut it for that color); alter the hook angle and lower the damn' bar.
