I've heard the same sketchy reports on trail conditions. Have you tried calling Caprock Canyons? 806/455-1492
I passed through Estelline a couple of years ago and did some quick riding on that end aboard my Quickbeam. As you can see in the second pic the trail is kinda overgrown but not unridable (where I rode it). I'd love to get back up there and try and do the whole thing. If I did I think I'd go 50c Big Apples at about 45-50 psi on the Atlantis and maybe take some time and make it a two day ride. Please keep us updated what you find out and if you decide to ride it.
