How about side to side play in the hub? If you grab the tire and wiggle the wheel side to side (while the wheel is mounted) you can tell if that's the issue. Compare the front wheel to the rear to see what the appropriate amount of play should be (none). Phil hubs have a couple of end caps that screw down onto the axle. If you have side to side play, these have come loose. It is a simple job to tighten these up with a hex wrench.
