I second the notion of looking for 26" wheeled tandems. The 32 or 36 spoke (can't remember, think 32) wheels on my Ibis Uncle Fester have never needed any truing, nor have they ever broken a spoke (Deore DX hubs, straight gauge spokes, Ukai rims). I can fit 2.1" tires easily on this road tandem.
And it has the Hand Job. No Toe Jam, though. TJ didn't get introduced till 1994.
