Half Moon Bay, Brighton Beach and Portola State Park all have hiker-biker areas. You don't have to reserve, and they don't turn any cyclist away. I just did an S26O at Portola last night. My riding partner and I were happy to learn that they've repaired the bridge to the Old Haul Road, so we didn't have to ride up the very steep park entrance road to get home. Instead, we had a delightful six mile ride on dirt through the redwoods to get to an easier climb.
Brighton Beach is strategically located near Gayles Bakery. Further north, SP Taylor near Point Reyes has a hiker-biker (often busy and convivial). Further south, Vets Memorial in Monterey has a hiker-biker too. I'd be up for an S24O.
