I still really hate that the title of this thread is “Beware Blue Lug”. If you don’t bother reading through the comments, it unfairly insinuates that Blue Lug (an amazing bike shop and important Rivendell partner) has done something untoward. When it really just concerns the negative consequences of a short-sighted and ridiculous trade policy by the current US administration.

That being said, He also informed me that if I was to have them build up a bike that he believes it's exempt:

Unfortunately, somehow between talking to Julian yesterday and this morning the Homer in my size sold so I wasn't able to consider it...

They've got some other Riv frames in stock though if anyone wanted a complete that might be something Riv is currently out of!
