Agree with Ginz.  Make sure your cable is routed correctly at the
anchor.

If your cable is routed correctly at the anchor and everything else is
set up correctly and it still touches that cylindrical piece of
plastic when you are in the small ring, just let it be that way.  That
is not a roller, it is a dust cover for the spring.  It's not a
problem.  Have a good mechanic check it out if and when you can if you
have any doubts.  If correct set up of the front derailleur led you
there, then leave it there.
