Leah,

You may want to look at running pants. They seem to be a good stand in for 
cycling specific bottoms. In a lot of cases their is a bit of water 
resistance, some reflective elements and are breathable. They also tend to 
be light in material so as not to be too bulky. A jogger style training 
pant or even a soccer pant would work. since it would give a taper that 
would help keep the pant leg from getting snagged. 

I work part time at for an athletic shoe and apparel store company with 
extensive exposure to women's apparel. Your results may vary.
