The only thing spring-clip like on bar end shifter pods is the round spring clip thing that holds the three wedge pieces together that are the working surface that anchors the thing to the inside of your handlebar. If those spring clippy things are there, then that mystery item is not something you need. Whether or not you even need the round flat washer with the square hole depends on the shifter you will use. Shimano's, generally no. Campy/Suntour/Silver, generally yes.
