It's a wash. Outside mounting allows a wider flap, theoretically stopping more of the splash when hitting puddles. For a thick, leather mudflap such as the VO; I think you'll be better off mounting it on the outside of the fender. The thick, leather ridge would accumulate debris and would also lessen tire/fender clearance when mounted inside the fender.
