According to Sheldon, every [I assume he meant current production] short cage rear derailleur can handle a 30T big sprocket. 7 spd 13-30's very nice indeed; that's what I have on my touring bike. Figure out what high gear you want and what low gear you want, then experiment with Sheldon's gear calculator http://sheldonbrown.com/gears/ to see how best to achieve those values. I happen to like a high gear of 96-100" and a low (not counting the granny) of around 31". With a 38x650B wheel, as I have on my touring bike, 36x48 rings will give me that range with the 13-30 G cassette. 36x48 is very common on 110 bcd cranks and shifts extremely well with most front derailleurs.
