H'ain't heard of a 26" Rambouillet in 54" size. 52's were 26" IIRC.

That's a pretty poor photo to go by, but it looks like there's an excessive 
amount of room between the seat tube and the rear wheel which would be 
consistent with smaller wheels.

Given that the brake reach on the fork looks right, I'd assume it's a 52" 
and factory built that way.
