One way to solve this for automobile drivers is to limit bhp to no more than 50 for a full-sized sedan equipped to carry a family of 6, and 30 for a compact until one has scored a sufficiently high composite number built from IQ, age, years driving, sex, family status, number of dependents, driving record, music listened to, and hours of television watched per year. Showing serious interest in national politics would immediately reduce your score by 40%.
More seriously, cars just have too much hp today for the average idiot. I know that I myself was very many times saved from my own stupidity as a youth by driving cars with limited bhp. As for slowness rage in cycling, age takes care of that, at least for oneself!
