If you are an ex-roadie (in the rock & roll sense), I would think you could
jury rig something with a carved wine cork and a figure-8 loop with the the
Irish strap.

I would suggest that the mini-maglite probably doesn't give any actual side
visibility to traffic. If the goal is a "be-seen" light, it might be better
just to find an inexpensive mulit-LED unit.  Augmenting with reflective tape
(and certainly the Riv wheel reflector) is a very useful step.  Above all,
I'd get a headlamp, as that has gotten the attention of many a motorist
entering from a side street or exiting from a parking lot.
