Screw-on track cogs have the same threading as screw-on freewheels. Does this other side also have a smaller-diameter, reverse-threaded section for a lockring? If so, the fixed cog ought simply to fit over -- bypass -- that section and screw on as with a freewheel.
(Note: There's no great danger, IME, to riding a fixed cog without a lockring, as long as you don't rely on backpressure to brake. I've done so for thousands of miles.)
