Is there a reason why it must fit into a bag ? Topeak does make another mount for the Mini/Road Morph, part # Tpd-2C . This mount, unlike the one included, mounts under the bottle cage and the pump sits on the side.

You'd be better off using a CO2/pump combo if you need it that small. Myself I'd rather have a pump I like using and mount it on the side, rather than buying a compromised pump based on limited length that will be an exercise in futility when I really need it to work.
