Grant put a pattern for something like that in an early Reader or the BOB Gazette. IIRC there weren't even straps, it was held on by flaps that extended over the shoulders and wind pressure from riding.

For a wind shield, BTW, a seersucker shirt over a sweater works great. It's breathable enough to reduce the buildup of moisture by a lot compared to a nylon jacket.
