I forget the cost but a few years ago I bought a 100/126 700c stock wheelset from Harris Cyclery with Sun CR-18 rims and Formula sealed bearing hubs for a similar kind of project (just not a tour) but it was at least less than the $400 VO wheelset. I paid a small up charge to have them trued/tensioned before shipping since they were stock wheels and no issues thus far. I’ve fit a 7 speed freewheel in 2 different 126 spaced frames with them.
