The 650bx48 Switchback Hill I have on one bike are much more comfortable 
than the 700x37 Pasela I have on another on anything but smooth hotmix. 
Handling - more a function of the frame than the tyre. Safety - who can say?

I've also ridden 650bx42 Hetres on the same bike as the Switchback Hill - 
if your bike can take them, I'd go for the larger tyre. But unless you have 
cantilever brakes or disc brakes, you might have trouble getting good 
braking with that size of tyre, as any sort of dual pivot or centrepull 
will need pretty long arms to clear the tyre.
