It's easier to remove and install with vertical dropouts -- which is made to fit -- than removing or installing a standard hub from/in horizontals or, more so, track ends. Only, once you get the axle into the verticals, you have to rotate the hub to tension the chain. But this is very easy; grab the wheel and pull or push as needed.
Note that the ENO eccentric will take up slack rotated tire-up or rotated tire-down. Tire up is easier, since the weight of the bike tends to push down on the axle, thus rotate the hub up. This may be all very well, unless so rotating hub and tire up brings the tire too close to the seatstay bridge -- I had this problem and had to deliberately arrange for the hub to rotate down to ensure sufficient clearance. Also, the rotation of the hub makes the rim move; you'll have to position your rear brake pads (in the event) to a given hub/rim position, and this is why (IME with 2 ENOs) it's best to either use just one cog, or, if you use 2 (and the eccentric can manage at most 2 teeth, IIRC) dispense with the rear rim brake (and use a fixed drive train or double front brakes, as on trikes).
