You'll have to take my advice with 500 grams of sodium chloride granules; I live in an area that averages citywide 9" a year (5" to 14" far west to far east, I think). But I *have* ridden extensively enough in capes, as described, back when I commuted for several years through our "monsoon" during which most of this 9" falls. And I've ridden through SW gullywashers.
