IMO 23lb is certainly light enough for a randonneuse. My longest brevet was 400km and I did that on 32mm tires on my Marinoni Turismo ~ 28lb. Now I have also have an rSogn with 40mm Hetre tires, but I'm yet to do a ride longer than 100km on that. I haven't dialed in the fit, but otherwise thnk it will be a good randonneuse. It's got fenders, front rack, dynamo lighting, Brooks saddle - it definitely weighs more than your Hillborne. I figure 28lb or under is "good enough".
The Hillborne is a fantastic value bike from your description. Please keep us updated on your upcoming rando efforts.
