I think Joe's right about choosing on the basis of the effective top tube. I've got a 59 clementine set up for a child front seat w stock boscobars and i use a lugged nitto seatpost pushed all the way back. 6'2" but c a shorter pbh of 88-89.
I'd think the larger size would work better, but I'm sure it'll work either way.
