Did you actually try?  It seems counter-intuitive, but hand pain is
often caused by the bars being too close.  I don't see how bar fore-aft
position could have any affect on neck pain.  Height, surely, but
fore-aft, I don't see it.  And I speak from vast experience with both
hand and neck pain.
