John, I would go back to Bill's excellent questions because, in a private email 
back and forth, he helped me solve the exact same issue with my Hunqapillar. If 
the Atlantis could have ever had a slightly smaller seat post installed and 
then the bolt tightened, the correct size will not fit. That was the issue with 
my Hunq. And he is right, it can be fixed fairly easily. If you bought it new, 
then yes, call Riv. Grant explained to me that sometimes a cheaper seat post 
will not have the exact right diameter that it is advertised at. I would doubt 
that's the case with the Nitto S83, but you could put some calipers to it just 
to be sure. After Bill did some 'splaining to me, I came to understand that the 
chances of the seat tube being the incorrect diameter are very small, so my 
guess is his paint theory, the burr theory or the overtightened theory. 
Definitely not the grassy knoll theory, though.
