80cm is already a pretty short stem for a pullback bar..I'm not sure you'll be able to get a dropbar on there that he can reach. Plus if he's enamored of the road bikes he's seeing, he may be interested in more than just the bars. I would recommend finding something used with brifters and see how he takes to it.
