Nitto/Arkel isn't the most compatible rack/pannier system in the world because the little corner triangle braces on the rack interfere with the cams on the Arkel hooks. I saw a picture of Arkel panniers on the Nitto rack recently, but it looked like the cam-locks were installed backwards.
My advice if you are set on Arkel (and don't already have the Nitto) is to go with a Tubus or Surly rack.
