I used a leather awl on a pocket knife from my knife collection. Old boy scout knives will have these, too (the Moore Maker Punchblade stockman has a really nice awl)
<http://catalog.mooremaker.com/images/mooremaker/3205.jpg> have used the same awl for making lace holes in a Brooks saddle <http://img.photobucket.com/albums/v728/bulldog1935/Raleigh/aP7220013.jpg> You actually can start the hole with a small drill bit, like 1/16" and use the awl to open up the hole to let your screw diameter through. And yes, since this is permanent, mark the spots well. It helps to use the awl from both sides of the hole. The canvas itself is almost as tough as the leather, so be patient and work them both with the tooll.
