Night notwithstanding, daytime visibility issues are equally important. 
 I'm floored by the majority of cyclists riding suburban/near-rural 
shoulder-less roads on dark bikes, black togs and no form of light.  The 
more warning you give motorists to your presence, they more time they have 
to think rather than simply react.  
There are shadows from trees, low sun angle, dirty windshields, fog - all 
working against you and the motorist both.
