I've done something similar with zip ties and a cheap plastic lunch cooler from walmart. The one I have has a full plastic tub inside for extra rigidity or ice. I have a clear pencil case sewn and velcro'd to the top for a map case as well (not shown) - zipper is too hard to use while ridding, but total project cost under $10
