Interesting. I too have an Arkel bag which we tried on three different bikes, always with negative results. I considered trying to mount it lower, to a rack. The zip ties don't excite me though as I often want to take the bag off to see / work on the front brakes or tighten something up. I wonder if some hook & loop could be attached, along with straps to the HBs?
