Hi, not sure if this helps, but for what it's worth, here's another view of a Nitto front rack and a fender, though the rack isn't the "Mark's" model. There's an attachment point on the underside of the rack for securing the fender but I don't use it and don't have any problems so far.
But it's there and if I ever put a bolt through it, I'll probably use the cork trick I saw in the previous post and elsewhere.
