A good choice is a "sport" hybrid.  Most major brands make them.  In
the Trek line they are called FX bikes.  With these I would stick to
the lower end ones.  The high end ones have carbon forks, paired spoke
wheels, etc...  The lower end usually have all metal frame and fork,
reliable components, 32 spoke wheels, 35ish mm tires and the ability
to add racks and fenders.  Normally you can get a nice one for $500-
$600.

Second Electra makes some fun/casual bikes.  They tend to be a little
heavy and they have a love/hate geometry, but pretty nice.

Sorry for making such non riv recommendations, but just some bikes
that have worked well for friends who did not have a large budget.
