What he's talking about are 5v USB "chargers" or battery banks like these

After trying some different brands, and dropping a couple, I come back to 
poweradd for durability.  
The price of these has really come down over the past few years, and 
quality has gone up.  
While they market these for specific phone models (google bots), they're 
all interchangeable and all use USB connectors with a gang of different end 
fittings - if it's marketed for iPhone, just means it includes that tip, 
but will otherwise work with any USB 5v system.  Nice thing is they keep 
you mobile instead of plugged into a wall socket.  
I have these around everywhere, from 5Ah to 24Ah.  The smallest will hide 
inside your fist and charge a flat cell phone twice before it needs 
recharging - the largest will charge my flat bicycle lights 8 times, but it 
also takes 3 days to charge the battery bank from flat.  
In between, a good 10Ah charger weighs 7 ounces, is about the size of a 
cell phone, and can keep you on the road 3 days
