2 mm of clearance is fine, as long as the arm is firmly seated on the spindle. 2 mm is the least I'd accept, though. I've ridden many, many miles torquing hard on cranks with ring 2 mm from the stay.
Or, you can simply install a 1 or 2 mm spacer behind the right hand cup. You are learning of the intricate and ever varying dance between frame design (width of stays, in this case), bb spindle length, crank design, and ring size. Or, make things work, dammit! I wanted put a Stronglight 93 single with 4-something ring on a Worksman tricycle with bb shell adaptor. I wanted to use on of the bb bearing assemblies I had in my stash. The ring was, like, 1/2" too far inward to clear the stay. The thinking man's solution: beat a deep and very elegant (it was elegantly shaped) dent into the chainstay. It worked fine.
