I think you could just use shrink wrap tubing from an electronics supply house or hardware store. I sorta remember that stuff rattles a little (though it was on a all-three-cables-routed-top-tube bike a friend had). I use three sets of 3 rubber doughnuts - one at each end near the ferrule and one in the middle. If you leave each set of three unseparated, they don't migrate as much. I also bought a roll of this stuff some time ago, especially for two bikes I no longer have, one of which had headtube-mounted cable guides. It works, stays stuck and isn't obstrusive, but I'm not sure I'd want to lay it the length of the top tube.
