I think these might be the skinniest tires in that range. Hmmmm, Little Big Bens, MSO, Nano40, Marathon Supreme and Hyper-X. These are the Supremes, and they measure around 37-38 IIRC. The fatter-ish tires on the other rims are not having this problem.
The O-rings might be a fix. But put on the inside of the rim.
