I remove tags all the time . I don't know exactly where you are speaking of but there is really only 2 types of sewn tags, on seam or sewn on fabric independent of any seam.
For the on seam kind , I hold the garment in my lap , color up facing me. I hold the tag with my left hand , first 2 fingers nearest the seam at the end facing me. My right hand folds down the collar and back. I use a pair of small Fiskars #4 detail scissors like these http://www.amazon.com/Fiskars-4-Inch-Detail-Scissors/dp/B000OQKNCU . You'll notice holding the tag like this you can see both top and bottom fabric easily . With scissors in right hand start cutting the tag as close as you feel comfortable right up against the edge of both the collar and fabric. At first go slow if you don't feel confident, and make small cuts instead of one continuous one. You'll get the hang of it. About halfway through I reverse the fabric and start at the the other end and proceed the same. Bravo well done ! The independently sewn on tags are easy. Just use a seam ripper from the tag side , using the tag as a buffer . Start slowly and proceed pulling gently the thread loose.
