It sounds as if the bearings or the cups are worn in one location, not unexpected with heavy use and perhaps initial overtightening -- the wear would occur first in the most common ball/cup position, which is straight.
I've had a similar problem, though with mine, movement through the straight-ahead position felt notchy, indicating fretting. I took it apart, rotated the balls about 90*, regreased, and got quite a few more miles out of it (old Dura Ace cup/cone type headset). Actually, the symptoms would also be produced if the cups weren't seated exactly parallel in the head tube: could something have shifted? I don't see how, though.
