Another idea:
7. Replace shifter cable housings and make sure they run free with no tight 
bends along their trajectories. Are they run under bar tape? Try running them 
free like RBW does it for softer curves and less possibility of binding. Is a 
front rack bag sitting on top of the cables? Flip the cables under the rack 
platform to get the weight off them.
8. Is your cable/short housing run from chain stay to where it enters the RD 
curving too much or too little and causing binding? Also try replacing that 
length of cable if you think it's old and housing is degraded inside.
