Yes, 3M reflective tape is great.  I put some on my girlfriend's Soma for
visibility.  I used small strips (like 1/4" wide) on the inside of the
rims, and on the pedals.  Those little reflective flashes are quite
visible, combined with the movement of the wheels and pedals.  A bigger
patch on the rear of the fender is also quite conspicuous.

Basic spoke and pedal reflectors are also quite effective, due to their
signature motion.

As for lights, I now have dynamo setups on my two main bikes, with very
bright Luxos U headlights and Top Line Brake Plus rear lights.

I can't tell you which is more conspicuous, solid or blinking rear lights.
So I go with both; I sometimes add a red blinky light for added
conspicuity.
