I recently went looking for fenders for a cross frame with no bosses for 
anything.  I looked at everything.  The Crud Catcher gets the best review 
for being the closest to full coverage fenders, though I can't find its 
tire size limitation anywhere - Crud Catcher claims it doesn't have one.

I ended up going with the raceblade XL to fit 32mm tires and like them so 
far - ridden over 100 wet miles and taken them off a couple of times.  
I find them easy to install and adjust, they hold great and provide the 
minimum necessary coverage  
They are also a very good price, $43 including shipping from Left Lane 
Sports (after you sign up you can modify your e-mails to prevent daily spam)

good protection for me and the bag, but the rear fender ends at the rear 
brake, so FD gets a steady splash.  
Just this weekend, I took a PDW Origami front fender, cut its width down a 
bit, and put it on the seatpost, giving me effective full coverage fenders 
- I'll get a photo maybe later today, and will have a chance to test this 
out riding between rains this week.  .
