Thanks for all the replies. Fatter Tires: I can't say this didn't cross my mind. I had better put some more miles on the rubber I've got, else I'll get a sideways look from my lady.
Fender Flute: I saw this in another thread, I think. It looks like all the holes are threaded, so it couldn't slip over the threaded end of my Nitto rack, which comes thru the fork crown hole. Maybe I could drill out the threads. Home-made tab extension: This holds promise. I bought an off-the-shelf mending plate, but the holes are too small, and it's not "adjustable." The rack mounting strut could be perfect. I'll rummage thru the parts box. Pics of the entire Atlantis when I get the fender just right, and my 198? Bianchi Volpe single-speed grocery-getter.
