It's not that hard-- my Rawland Stag with 2x10 derailleur gearing and large 
11-32 cassette, with dynamo lighting, front rack and heavy Berthoud saddle 
weighs 23.5 lb, and that's with wide 42mm tires and 52mm fenders. This also 
includes little extras like bell and mud flap and three bottle cages.  It's 
probably more about light component choices than it is frame weight. The 
very lightest frames are only going to be about a 1 lb lighter than a 
typical road frame, and 2 lb lighter than a really heavy touring frame. 
 But all the components do add up to a significantly bigger chunk of weight.
