The velo orange rando rack does not attach to the front or rear of the brake bolt, rather, it attaches to the underside of the fork with a daruma. This can be the same daruma bolt that fenders are attached to if needed. I had one of these racks (non built in decaleur) and the workmanship was quite bad. The welds were big and uneven, and the tang that fits under the fork crown was welded on off center. My experience was that the rack twisted and flexed along the tang, and rotated under even the lightest loads.
