The NPS has "updates" on their website for the C&O at 
http://www.nps.gov/choh/planyourvisit/things-to-know-before-you-come.htm

I'm not so sure they directly relate to trail conditions when less epic 
than the items they list right now. Rain sure does play more havoc on the 
towpath than the GAP. It's be nice to see some of the services along the 
C&O post recent observations, first or second person. 

The white water community, seeking to paddle on streams best enjoyed at 
particular levels, have developed sources of that information from remote, 
live reporting USGS rain gauge and river level sensors. Saves long wasted 
trips to remote put-in locations only to find levels too low to paddle or 
too high to be sane. Too bad direct assumptions of trail conditions are 
less able to be correlated.
